            My name is Deborah Michelle Young and my children have my maiden surname Detwiler.  Thank you for honoring me with the opportunity to address this Pennsylvania Superior Court Panel of Esteemed Justices.

The fifteen minutes I have been granted to speak to this esteemed judicial panel today is a hard-earned result of my heartbreaking, exhaustive and quality of life destroying eleven years lawful "fight" to protect myself and my children from ongoing abuse by Vincent Lang and tragically and equally rigorous lawful "fight" to survive the records mis-management ludicrous failure of trial courts within Court of Common Pleas Philadelphia Family Court Division in conjunction with financially motivated City of Philadelphia Department of Human Services contractors. 

After learning from the usually rude male who sometimes answers the telephone in Pa Superior Court Eastern District clerk's office the names of the Pennsylvania Superior Court Judges who make up the "panel assigned to decide the merits of this case", I set out to learn as much as I could about Honorable Stevens, Mundy and Kelly's combined  legal experience, judicial wisdom and moral temperament because the safety futures and fate of my family depends on this decidedly qualified judicial panel. 

My family is given hope for fair decision by this panel noting Justice Correale F. Stevens judicial wisdom tempered with ethical responsibility noting His Honor's quote:

"The local governments aren't allowed to do anything unless the federal government gives them permission," Stevens said.  "That's sending out the wrong message.  The law abiding citizens are upset; they're angry because we aren't enforcing our laws."  - Article found in April 17, 2007 Citizens Voice Publication archived by Diggersrealm.com http://www.diggersrealm.com/mt/archives/002169.html.

I hope and pray that this panel of Pennsylvania Superior Court Justices will see that my family's experience with Court of Common Pleas Philadelphia Family Court Division trial courts are for eleven years now ruled and governed by the financial incentives fueled by federal laws written for agencies and contractors of Children's Protective Services (CPS) and manifested in deliberate records mis-management and blatantly outspoken and even written financially motivated conspiracies to prolong children's abuse for the sake of profit fueled by financial motivation of federal laws at the irreparable cost of Pennsylvanian's Commonwealth of Constitution rights, our civil rights and our self respect.

I am a mother and citizen of Pennsylvania Eastern District who has experienced the frustration and anger of learning that mine and my children's inherent rights of mankind promised in our Commonwealth of Pennsylvania Constitution are violated for eleven years; by the hard to resist financial incentives of federal funding laws written to fund locally implemented agencies like City of Philadelphia of Department of Human Services DHS who use my family and the citizen families of Philadelphia County as billable fodder for DHS contractors who have become the special interest group accommodated by our Court of Common Pleas Philadelphia Family Court Division. 

I have recorded by filing with this Honorable Court volumes of proof exhibits Dockets 1875 EDA 2009, 2697 EDA 2009 and 2699 EDA  2009,  which document CCP Philadelphia Family Court and DHS' deliberate willful denial of protection from abuse and internal DHS emails which record DHS social workers acting on their supervisors' instructions to accommodate the son of Mary Ann Taylor who is a millionaire whose sister is a retired Philadelphia DHS Social Worker and whose conflict of interest biased unqualified character reference damning Young/Detwiler family to years of prolonged abuse was used by DHS to justify written conspiracy to "do all we can to accommodate Vincent Lang."

DHS and Court of Common Pleas Philadelphia Family Court Division Trial Courts maneuvered systematically to censor and destroy all acknowledgement of mother appellant's fitness and satisfaction of all custody and DHS requirements in favor of keeping my children with their abuser, Vincent Lang, against the quality of life interests of my family and in the billable financial best interests of Court of Common Pleas Philadelphia Family Court billing custody masters/trial court judges and DHS billing behavioral health and "kinship" contractors.

My family and the citizen families of Philadelphia County are given hope of fair decision rendered by this qualified Pennsylvania Superior Court Panel when we note work ethic and commitment to achieving justice for catastrophically injured victims described on Honorable Updyke Mundy's "About Sallie Mundy" page at Honorable Sallie Updyke Mundy's official campaign website SallieMundy.com

Her dad was a lineman for the local power company for more than 30 years. He was also a volunteer firefighter serving as Chief of the Tioga Borough Volunteer Fire Company for 25 years. In their home, hard work, volunteerism, and integrity were ways of life. Sallie is proud of her blue-collar background. She believes her work ethic developed early in life will serve her well on Pennsylvania's busiest court. Sallie is currently a litigator for the firm of McEldrew and Fullam. She represents catastrophically injured victims. She is devoted to helping working class families attain the justice they deserve.

My family holds hope that this notably qualified Pennsylvania Superior Court Panel assembled to decide the merits of Mother's Appeals will see the gross denials of due process and discriminatory docket manipulation which has occurred in Pa Superior Court dockets 1875 EDA 2009, 2697 EDA 2009 and 2699 EDA 2009 which decidedly favor non-compliant Vincent Lang  and censors lawfully submitted proofs of Appellant Mother. 

My children are doomed to further burden Social Security Disability because their mother appellant was unable to financially compete in the revenue driven litigation processes that when fairly applied would otherwise protect working class appellants' rights to due process. 

City of Philadelphia Department of Human Services maintains endless tax payer paid for attorneys who kick out one churn styled non-applicable template after the next citing case laws which have nothing to do with Appellant's claims or proofs and motions to quash and motions to join motions to quash without even reading, addressing or offering qualified or applicable refutation of Appellant mother's responsibly prepared duly filed with This Honorable Court thousands of pages with hundreds of pages of exhibit proofs.

I, Appellant Mother, have shown through lawful filings with exhibit proofs that Vincent Lang has been given carte blanche by Court of Common Pleas Philadelphia Family Division Trial Courts and DHS to inflict years of aggravated assaults, mental cruelty and emotional injuries upon Appellant Mother's children for no other reason than financial motivation of DHS contractors.  

Physical assaults suffered by my family including a DHS conducted invasive examination tantamount to a rape of my daughter and verified corresponding trauma injuries coupled with my family's sense of despair caused when hope of healing or relief is lost for eleven years constitute catastrophic injury suffered by my family.   

This Appellant Mother of a Philadelphia County family victimized by DHS' deliberate records mis-management believes this Pennsylvania Superior Court Panel of Justices is qualified to recognize the catastrophic injuries inflicted upon my family and all families targeted for consumption by DHS contractors driven to violate civil rights of Pennsylvania Eastern District families in favor of federal funded incentives in federally controlled out of control CPS laws.

As a working class Philadelphian family, my children are doomed to permanent catastrophic injuries characterized by theft of careers, theft of vested interest, obstruction of education, obstruction of health care, and blocked ability to attain and maintain dignity of self sufficiency due to exacerbated untreated unhealed emotional and physical injuries inflicted by Court of Common Pleas trial courts maneuvering with financially motivated City of Philadelphia Department of Human Services eleven year denial of protection from abuse inflicted by Vincent Lang upon my family. 

Although I don't possess the legal expertise and judicial wisdom of this panel, with all due respect, this Appellant Mother, is as community conscience, possessing work ethic and integrity as strong as any member of this panel appointed to determine the merits of mother's appeals. 

I, Deborah Young, provided joy filled safe home for my children for nine years until DHS accommodated the financially driven decision to give my children to retired DHS social worker's sister millionaire Mary Ann Taylor's son Vincent Lang.  I serve as a neighborhood watch Guardian Angel.  Appellant Mother founded and tirelessly grows the grass roots community assistance organization Justice For Families and Children which helps mothers  victimized by Court of Common Pleas Philadelphia Family Court Division in conjunction with City of Philadelphia DHS contractors learn Philadelphia families have a right to petition Pennsylvania Superior Court for redress and examination of the decisions of trial courts in Court of Common Pleas Philadelphia Family Court Division; and I organize and speak at peaceful rallies that educate our communities about the out of control looming threat of DHS' insatiable contractor appetite for consumption of middle class and working poor Philadelphia County families children, earnings, careers and vested interest.

A judge should not allow family, social, political, financial, or other relationships to influence judicial conduct or judgment. A judge should neither lend the prestige of the judicial office to advance the private interests of the judge or others nor convey or permit others to convey the impression that they are in a special position to influence the judge. A judge should not testify voluntarily as a character witness.
