The reason for the meeting with Tom was discuss Shannon’s case plan. I still think it is a good
idea for Shannon and I to meet with Tom. Because of alcohol related incidents that happened during this case,
Tom added a substance abuse assessment and follow up with treatment as part of the case plan. Shannon must also do a
second evaluation with Dr. Glass, or as we suggested, go to a psychologist we can hire. Shannon also has to engage in counseling.
If
Shannon completes this case plan, and has a stable home environment and means of supporting her kids, and there are no other
protective concerns, OCS has to give her the kids back.

The last time I tried to set up a meeting with Tom, Roxanne Grinage sent me an email that was

As to filing the motions below, they will not result in Shannon getting her
kids back. Shannon can get her kids back if she does her case plan-engage in counseling, do a substance abuse assessment
and follow up with treatment, and get re-evaluated by Dr. Glass. She is running out of time and must do this before the
termination trial.
Ms. Grinage, if you don't advise Shannon to meet with OCS and do her case
plan, you will be 100 percent responsible for Shannon to loose custody of her kids. Let me repeat this because it is important.
Ms. Grinage, your advise to file motions instead of advising Shannon to do her case plan will result in her loosing
her kids.

to you the best I can. When children under 3 experience trauma, they don’t have the capacity to understand
that parents are safe now, for example, when they see them at visitation. Every cell in their body remembers
the trauma and they get scared in the same way as when they were victims of the trauma. Trauma can be
many things for kids outside of just being victims of abuse, as well. Its anything that is scary or
upsetting for them. Adults may not see it as traumatic because we understand more.
So when Kelasia sees you, it is reminding her of things that frightened her and she had no control over. Following
visits, she becomes very aggressive towards the dogs, she is mean and bossy, and often she has nightmares.
These are all signs of a traumatized child. When visits are put on hold, she calms down and sleeps well
and follows directions and is nice. She is also different in what she plays in my office. When
I even mention visits with mom or grandpa, she becomes agitated and anxious. Her play becomes much more
aggressive and wild. It is very different.

FAIRBANKS, Alaska (AP) — The Alaska Supreme Court has ruled that tribes share jurisdiction
with the state in most child custody issues.
Friday's ruling is the second victory for tribal sovereignty advocates
in recent months, the Fairbanks Daily News-Miner reported.
The case involved the village of Tanana, which sued the state
for refusing to recognize tribal authority to issue adoptions. It was joined by five other villages and tribal organizations.
The
state took a position that it had, in almost all cases, "exclusive jurisdiction over child custody proceedings involving
Alaska Native children," according to an advisory opinion issued in 2004 by the attorney general at the time,
Gregg Renkes.
In 2007, a Superior Court ruling rejected that argument.
Friday's decision upholds the lower court
ruling. The high court said federally recognized Alaska Native tribes "are not necessarily precluded from exercising
inherent sovereign jurisdiction" to initiate child custody proceedings, and their judgments should be "entitled
to full faith and credit" by the state.
Gov. Sean Parnell's office wasn't prepared to comment on the ruling, said
spokeswoman Sharon Leighow.
Heather Kendall-Miller, an attorney with the Native American Rights Fund
in Anchorage, said the decision follows one in October by the U.S. Supreme Court.
It refused to review a court ruling
that upheld the Kaltag Tribal Council's ability to control tribal adoptions. In that case, the state had refused to issue
a new birth certificate that included the names of the parents in a tribe-approved adoption.
"It was a nice one-two
punch for us," Kendall-Miller said.
She said the disagreement about tribal jurisdiction created difficulties when
children in disputed custody cases need health care, enroll for school or apply for social services. The Alaska court's ruling
should spur more cooperation between tribes and state officials, she said.
The Alaska Supreme Court ruling doesn't resolve
all questions surrounding tribal jurisdiction, including whether it extends to parents who aren't tribal members but adopt Native children,
or if it applies to families that have limited or no contact with tribes.
Kendall-Miller said the judgment was expressed
in "very clear terms" and gives the state solid direction on how to proceed. Alaska Department of Law spokesman
